Hines is providing technical irrigation consulting services to evaluate both aging irrigation infrastructure as well as planned areas of future expansion, identify opportunities for water conservation and system optimization, and develop long-term recommendations to improve performance, reliability, and maintenance practices across this 4,000-acre project. Services include field investigations, GIS mapping, system assessments, design recommendations, and development of irrigation standards to support future improvements.
Hines WaterFirst Approach:
1.
Conduct a comprehensive assessment of the existing irrigation system water delivery infrastructure (CDD) and individual HOA-controlled systems, including water sources, controllers, piping, valves, irrigation heads, and site conditions. Develop GIS-based irrigation mapping and asset documentation to improve system management, maintenance, and future planning efforts.
2.
Identify opportunities to reduce water consumption, improve irrigation efficiency, and prioritize phased capital improvements. Establish irrigation design criteria and product standards to guide future upgrades and ensure long-term consistency across the system.
3.
Deliver conceptual improvement plans, budgeting guidance, and technical recommendations that support proactive maintenance and informed capital planning decisions. Develop a water management framework that begins with enabling the ability to track and manage water use throughout all areas of the site, followed by defining how much water each sub-system requires in a performance-managed environment, and building process to execute on these water management strategies.

For nearly 30 years, Hines has served as the Irrigation Engineer responsible for the planning, engineering, design, and systematic management of this industry-leading, non-potable water system serving a key, 1,000-acre Advanced Technology & Mixed-Use development on Colorado’s Front Range. The project includes significant native landscape & habitat restoration areas, a 300-acre 27-hole David Graham golf course, community parks, athletic fields, landscaped roadways, and numerous tenant sites.
Hines WaterFirst Approach:
1.
Provided a 3% accuracy rate in estimating site water use over the past 25 years! Development of water allocation by tenant site and water purchase agreement preparation.
2.
In addition to design, Hines Engineers have assisted in infrastructure review, replacement, reserve study development, & asset value determination. Infrastructure engineering for pumping, distribution, water treatment, and specific irrigation systems. Initial development, commissioning, programming & training for the Central Control system
3.
Continual evaluation of system performance and full system upgrades have been overseen and prepared as Hines assists in developing and managing the District CIP budget.

Not unlike many large, aging, master planned communities in Florida, Century Village faced numerous challenges with regard to irrigation infrastructure that was difficult and costly to manage, requiring frequent repairs & replacement, and preventing the efficient stewardship of water and labor to serve the project landscape. As part of our involvement with the project, our team performed detailed in-field analysis of the existing infrastructure and planned/designed and managed the construction to address complete control and distribution infrastructure replacement, resulting in lower water use, improved system reliability, and reduced maintenance personnel requirements on site. Our team continues to support and manage irrigation operations on the site, totaling over 15-years of trusted client relationship on the project and a proven track record of high-performance in both management and design.
Hines WaterFirst Approach:
1.
Current 12-month rolling water savings: 52.5 million gallons below CUP allocation across system. Design and oversight of a complete irrigation system replace that was completed on time and under budget. Reduced required on-site maintenance personnel from approximately 16 to 3. Convert Controllers from Fiber Optic to Cell Modems: Benefits – less infrastructure, lower maintenance, fewer points of failure, faster troubleshooting, lower cost of repair, multi-carrier. One-stop shop: we order, we install, we integrate/verify connection
2.
Performing in-field control system troubleshooting. Developed warranty database and actively tracking against product/component issues in the field when failures occur to maximize value of infrastructure investment by client. SFWMD Variance Application and Upkeep – 18 Soil Moisture Sensors submitted yearly to District. CUP Assistance: Quarterly Usage, 5-year Reuse Letter, 10 Year Compliance Reports
3.
Implemented and actively manage a custom ticketing system that creates a clear, trackable process from problem identification through resolution. Creates centralized workflow for all services issues, allows for priority-based ticket response times, aids in identifying recurring failures and system upgrade opportunities. In planning stages for design of a new parcel that will be integrated into existing distribution system.

Over 15 years, Hines has helped multiple Municipal Utility Districts improve irrigation efficiency and address regulatory challenges across more than 5,000 acres. Through targeted infrastructure upgrades, centralized controls, and active water management, Hines reduced water use by an average of 43%, achieved TCEQ compliance certifications, and reduced on-site labor requirements by 30%—demonstrating the lasting value of expert management and strategic investment.
━━━━━━
Hines Water First Approach:
Plagued by deeply inefficient, poorly designed, tragically managed irrigation systems, The Cinco Ranch Municipal Utility District was faced with the threat of fines and reduced groundwater use.
1.
Instead of replacing everything, targeted upgrades and expert management were applied. Equipment was standardized, heads were upgraded, and the Central Control system was fully implemented. After the Hines team took full control of all system facets — scheduling, flow limits, cycle/soak, and sensor response — water use dropped 43% vs. the historical average. The moment responsibility was returned to the previous water Manager and maintenance contractor, every gain was erased within months, and efficiency plummeted back to 42% — nearly identical to the pre-retrofit baseline.
2.
Ever since, Hines has been growing her presence across multiple Cinco districts, HOA Boards, and across community Utility groups reducing water use by an average of 43%, achieving difficult to attain compliance certifications through TCEQ, & reducing on-site labor requirements by 30%.

In addition to performing on-going daily water management services, Hines provided vision and execution to address critical infrastructure deficiencies that prevented the ability to track where and how much water was being used to how the original project was developed and installed long ago. With this infrastructure renovation project, Hines has created visibility and tracking into water use that allows the system to manage water efficiently, while also reducing the risk of property damage and liability by enabling automatic shutdown of key points of connection in the event of leaks or product failures.
Hines WaterFirst Approach:
1.
Saving ~10 million gallon a year since project inception. 2024 ~ 10 million, 2025 ~ 11.8 million. Golf Course Control System Upgrade – Old system Aqua Management – replace with current Baseline Controllers and Flow Station. Golf Course Sprinkler Head Coverage Upgrades – Replaced Golf Head Rotors on all 9 holes to improve DU to 0.7 or higher (Audit Verified).
2.
Designed and installed a common area control system conversion, to include strategic water source and distribution infrastructure modifications allowing for flow tracking and system protection from leaks/failures.
3.
